Andrew Byaruhanga
Andrew is a co-founder of Resource Rights Africa. For over 15 years, Andrew has been part of the civil society movement in Uganda advocating for the promotion, protection and respect of human rights served in various fields and positions. As a young professional, Andrew began his career at Kabarole Research and Resource Centre (KRC) managing a small grants scheme for community based organizations and middle level farmers groups covering 7 districts in Tooro and the Rwenzori regions. Thereafter, joined UNDP as a United Nations Volunteer; Policy Advocacy Officer at Uganda Women’s Network (UWONET); worked at Human Rights Network Uganda (HURINET-U) as an officer in charge of business and human rights in Karamoja mining sector before joining International Alert to manage the Oil and Gas project worth EUR1.8 million funded by UK Aid and Sida. Later, Andrew moved on to Development Network of Indigeneous and Voluntary Associations (DENIVA) to manage the monitoring and evaluation activities of the USAID funded project titled, “Improving Local Stakeholders’ Readiness to Adapt to Climate Change in Agriculture”. A holder of Bachelors of Arts (Social Sciences) from Makerere University and currently pursuing a post graduate degree in Peace and Conflict Studies from the same university. He is a founding member of Rwenzori Anti-Corruption Coalition (RAC) and has undertaken consultancy assignments on extractives, resource based conflicts, programme impact assessments for Send a Cow Uganda, Horizont3000, Kabarole Research and Resource Centre, Heifer International among others.

Stephen Tumwesigye
A co-founder at RRA, Stephen is a leading non-profit, Impact Finance, Social Enterprise and Corporate Law advisory attorney in Uganda.A holder of Master of Laws (LLM) from Harvard Law School, Stephen has previously worked with Deloitte and Touché-East Africa where he advised leading entities in East Africa on all aspects of incorporation, restructuring, winding up and financing. He has acted as a consultant for several multinational agencies on NGO/not for profit policy in East Africa and Impact Finance Investment in the East African Region.He has specifically conducted cross border practice and is currently retained by leading entities as legal advisor/board secretary which has given him a deep understanding of both policy and law.Stephen was part of the team of lawyers that advised Uganda’s Parliament on the reform of the previously draconian NGO operating law and many of his proposals were adopted in the final text. Stephen advises Public Sector departments including statutory bodies, government ministries and local governments on all aspects of legal advisory, tax, public-private sector partnerships and public debt.
Tom Balemesa K.

Tom Balemesa K
Tom has over 10 years of experience from within and outside Uganda on conflict and peace research focusing on Land, Oil and Gas, Mining and Minerals Policies’ processes, humanitarian development work; monitoring and evaluation, social and participatory research. He has also carried out conflict sensitivity and gender analysis in relation to land, conflict, refugees and extractives’ programming. He has written for and presented at local and international audiences including scholarly conferences. His knowledge of the local and international contexts has developed over time through research, programming and consulting for many local and international organisations. He has also worked on post conflict contexts by informing programming in Liberia, Sierra Leone, South Africa, Rwanda, Uganda, Kenya and South Sudan. Tom possess a Masters of Arts in Peace building and Conflict resolution that focused on Land conflicts and Oil exploration for research, certifications in Conflict analysis and mediation in violent conflicts from United States Institute of Peace and has been a visiting Professional at Landesa on Women Land Rights, United States Peace Corps as an Atlas Fellow on post conflict programming and training and Africa Centre for the Constructive Resolution of Disputes (ACCORD) as a Junior fellow Knowledge Production Department. Lotukei Dean Raphael was born 1980 age 40 years in Moroto District Karamoja region, he is a Karamojong by tribe and Ugandan by nationality.
Dean holds a Bachelor’s Degree (Hons – Second Class Upper) in Public Administration from Kampala International University, obtained in 2014. He holds a Diploma in Social Works and Social Administration from Nzamizi Institute for social development obtained in 2007 and certificate of Publica Administration Makerere University. In addition, he has received several trainings and short-term trainings in research, advocacy, conflict mitigation, and conflict sensitivity; Do no Harm, Gender Based Violence, Monitoring &Evaluation and computer applications among others.
He possesses over 14 years of experience in Humanitarian work in the Agro-pastoralists context, Peace building and Natural resource governance.
In 2021,Dean joined Resource Rights Africa (RRA) under the European Union funded project as a Field Coordinator and was elevated to the position of the Project Manager (2021-to-date). Previously, Dean worked as Program Officer and Riam-Riam Civil Society Network as Advocacy Officer (2007-2008); worked with International Rescue Committee (2008-2012); worked as a Governance and Peace Building/Conflict Mitigation Officer under Moroto-Nakapiripirit Religious Leaders Initiative for Peace (2012-2013); worked with Ecological Christian Organization as Program Officer, Natural Resource Governance Project (2016-2018); and worked with Ministry of Agriculture, Animal Industry and Fisheries as Environment and Social Safeguard Officer under the Resilience Project in Karamoja supported by the World Bank (2019-2020).
Throughout his career, Dean has gained knowledge and experience in managing programs in natural resource governance and he is passionate with the promotion and protection the rights of marginalized communities impacted minerals exploitation. As a champion of land and mineral rights, he has researched widely and championed advocacy initiatives that aim to promote transparency and accountability in extractives sector.
Peter Magara

Peter Magara
Peter Magara is a Learning and Change facilitator. Peter supports organizations measure results from their work and facilitates learning processes to enable them adapt to change and position themselves to achieve greater impact. Peter has over 15 years’ experience in facilitating multi stakeholder processes for driving action research, learning, and improving Governance and delivery of basic services such as; water sanitation and hygiene, food security, entrepreneurship development services for rural areas in low income communities. Peter is a strong advocate for system thinking and has worked in different capacities towards Strengthening Local Government and National WASH systems. He has been involved in a number of System strengthening initiatives that include; Supporting establishment and facilitation of multi stakeholder learning alliances at district and National level, Strengthening monitoring of rural water services through developing and testing Service Delivery Indicators, and Supporting the development of Local Government Master Plans for delivering Universal Access to Water and Sanitation services by 2030. Peter works independently for development organizations in areas of programme quality design and assessment, design of monitoring and evaluation and learning frameworks and systems, project evaluations/studies, facilitating learning, outcome harvesting and impact assessments. Peter holds a Master of Arts in Development Studies from Uganda Martyrs University, and a Bachelor of Arts in Environmental Management from Makerere University.
